April 23, 2014 – Carroll Lutheran Village has named Steve Powell as the Vice-President of Finance to succeed Darrell Duggins, who will retire from full-time employment at the end of June.
“There were quite a few highly qualified candidates for the position, all of whom could serve the Village well,” said President & CEO Geary Milliken. “What set Steve apart are his strong leadership qualities, his ties to the community, and his understanding of and passion for nonprofit organizations and the important work we do in Carroll County.”
Mr. Powell has served Carroll County government since 1985, most recently as Chief of Staff since 2002. In this role, he provides management direction for the Board of County Commissioners on policy implementation. Prior to becoming Chief of Staff, he was Director of the Department of Management and Budget from 1988 through 2001 where he was responsible for the oversight and management of the county’s multi-million dollar operating and capital budgets.
He holds an undergraduate degree in Political Science from Salem College and a graduate degree in Public Administration from University of Virginia. He lives in Westminster with his wife and two children.
He will join the Village in June. Mr. Duggins will continue to serve the Village on a part-time basis in a different capacity within the finance department.
